Governor Hogan Pardons Three Harford County Victims of Lynching

"Gov. Larry Hogan on Saturday issued full posthumous pardons for 34 victims of racial lynching in Maryland between 1854 and 1933. The pardons come on the basis that the extrajudicial killings violated fundamental rights to due process and equal protection of law. The governor spoke Saturday at an event in Towson to honor the life of a boy killed because of the color of his skin. . . ."
 
The pardons included three Harford County Men:

Isaac Moore, who, as he was being taken to a hearing before a Bel Air magistrate, was seized by a mob and lynched on or about July 22, 1868, a PARDON as to the allegations of assault, robbery, and attempted rape for which he was arrested;
 
Jim Quinn, who was taken from a train in or near White Hall by 30 men and lynched from a nearby tree on or about Oct. 2, 1869, a PARDON as to the allegations of assault for which he was committed to jail;  

Lewis Harris, who was seized from jail by a mob, hanged, and shot in or near Bel Air on or about March 27, 1900, a PARDON as to the allegations of assault for which he was arrested;
